I would like to thank the team (Mona, Katie, Niklas, Harry, Henrik and Björn) for being inspired, motivated and eager to get the most out of this project. I would also like to thank the AIM staff for setting up such a pleasant AIM, with astonishing reliable internet (without, NOTA would never have worked out like this). Finally I want to thank Martha for being co-operative despite her quite busy parents and all of you who watched her for a few minutes or even longer (IMC!) so that I could get done, what I wanted to.

Daily Summary, Sat Aug 6th
Today's the last day of AIM, and it has been "crunch" time. Budget and motions were on the table, so there was a lot of discussing and voting going on in the board. Most of all AIM participants spent the day in the plenary to watch the proceedings.
Budget
As presented earlier, we are running into a 120.000+ GBP deficit this year. This is partly due to the fact that website costs have increased and approved funds have been moved from 2010 to 2011. There isn't so much we can change about that, if we don't want to kill the website project. So, the trustees agreed, balancing the budget for next year (2012) is top priority, if we don't want to eat up our reserves. The suggested fix to the problem was suggested by the IEC and later approved after hours of discussion: It includes a 2 GBP-increase per day and participant for every programme except IPP and Interchange. For the latter a 10 GBP flat fee increase was decided. To balance the increase in income, the insurance fee of 27 GBP was removed - insurance will no longer be covered with the participation fee - and AIM/IJBC participation fees will cease to exist, like it was asked for in Mtn06 (see below)
This is the first increase in fees on the international level over more than 10 years - in fact most programmes except village became cheaper when the new fee structure had been introduced. Some people say, looking at an inflation rate of roughly 3% per years, we've actually become 30% cheaper over the last 10 years. At any rate, here are the some example old and new international fees per programme in detail:
Village delegate: 279 -> 308 GBP
Summer Camp delegate: 234 -> 253 GBP
Seminar Camp delegate: 216 -> 231 GBP
Interchange: 81 -> 91 GBP

Hosting an IPP will now yield in hospitality points, that can be used to ask for IPP delegations in the first round, and invitations to any other CISV programme in the second round.
Mtn09-AIM11-IPP Fees PASSED
IPP fees will be aligned to the fee structure of the other programmes, also any IPP host in the future will now receive funding.
Mtn10-AIM11-ARG-BRA-COL-USA Force Majeure Cancellations WITHDRAWN
A rule like this is already in place

Instead, the board approved in principle that cancellation fees will be installed, that will be drafted into the RTF-guideline that the Resources, Development and Training Committee (RDT) is working on.

We will now have a 6 (not 5 as in the orginal motion, so that 3 European and 3 non-European AIMs are considered) year rolling average as a ceiling for future AIM costs.

The motion was changed from a rule in the original version to a recommendation, that will be integrated into all programme guides.
Mtn14-AIM11-MEX AIM Hosts DEFEATED
AIMs will continue to be decided on a regional level, as it has been done since 1998.
Future AIMs and Honorary Councelor
Next year's AIM is to be held in France, 2013 it's Brazil welcoming everybody to Salvador.
It was approved that 2014 the AIM is going to be held in Norway. Takk, CISV Norge!
Former IEC member Junko/JPN has been nominated for Honorary Councelor, voting will be taking place next year.
Miscellaneous
The day will end with committee wrap up, evaluations and the farewell party. Tomorrow the EEC and IEC will have some more meetings, while I'll be taking the airport shuttle to Denpasar. Björn's corner: The Hypocrisy of AIM and CISV
I'm not supposed to be here. I should've been sent home during IJBC for breaking house rules, Indonesian law and the rules set by the home staff.

According to Indonesian law I'm underage, and I have been drinking alcohol. I'm not alone in this. At IJBC, I would guess that about fifty percent of the participants are under twenty one years of age, and This is something that happens in several instances of CISV e.g. Junior Counselors drinking alcohol at their villages, even though R-7 specifically forbids such behavior.
Personally, my view on alcohol in CISV has changed many times these last years, from putting forward a motion at my NA annual meeting to forbid it completely to my current opinion which is more like "meh, as long as nothing gets out of hand".
Why do we state rules that are ignored without a second thought, even if it involves breaking the law, and the rules of the venue we are staying at? Is it time to revise the R-7 to allow JCs to drink alcohol again?
